Bhubaneswar Development Authority has released the Phase-I allotment details for Ekamra Residency at Subudhipur, Bhubaneswar.
The residential project has 704 apartments in total, while 496 apartments are included in Phase I. The current BDA brochure classifies these as 288 2BHK+Study apartments and 208 2BHK apartments.
Online applications are scheduled from 18 September 2026 at 11:00 AM to 31 October 2026 at 11:59 PM.
Flat size and carpet area
The brochure provides separate specifications for the two apartment types.
Ekamra Residency flat price
BDA has provided floor-wise apartment pricing rather than one common price for all 496 units.
The official price table starts from ₹78,36,443, while different apartment-type and floor combinations extend to approximately ₹96.90 lakh.
The final payable amount is separate from applicable stamp duty, registration charges, taxes and other statutory charges specified in the brochure.
Application fee and ₹2 lakh EMD
Applicants have to pay:
₹10,000 application/participation fee — non-refundable
₹2,00,000 Security Deposit/EMD — refundable or adjustable as applicable
For a successful applicant, the ₹2 lakh EMD is adjusted against the first instalment.
The first instalment is payable within 30 days from the date of intimation, after adjusting the ₹2 lakh security deposit.
The second instalment is payable within 2 months of execution of the Agreement to Sale, the third within 4 months, and the fourth within 6 months.
A maximum extension of six months is provided in the brochure with 12% annual interest on the outstanding amount.
How will the lottery work?
BDA provides for a two-stage lottery process.
The first stage selects the prospective allottees. The second stage assigns the particular apartment.
Floor preferences are grouped as follows:
2BHK+Study: 1st–4th floor, 5th–8th floor and 9th–12th floor.
2BHK: Ground–3rd floor, 4th–8th floor and 9th–12th floor.
The lottery result is to be published on the BDA website and displayed on the BDA notice board after approval by the competent committee.
What happens to the EMD if an applicant is unsuccessful?
For an unsuccessful applicant, the brochure provides for refund of the ₹2 lakh Security Deposit without interest within 60 days of approval of the lottery result.
For selected applicants, cancellation consequences depend on the stage at which the applicant withdraws or fails to complete the required payment/formalities.
If a successful applicant does not pay the booking amount, candidature can be cancelled and the EMD refunded after deduction of 10% of the EMD.
If the booking amount has been paid but the Agreement to Sale is not executed, the brochure provides for refund after the prescribed deduction.
After execution of the Agreement to Sale, an allottee-initiated cancellation can result in forfeiture of the first instalment/booking amount, with the balance refundable as provided in the brochure.
Project has received Occupancy Certificate
The brochure states that Ekamra Residency has been completed and an Occupancy Certificate has been obtained vide Letter No. 44380/BMC dated 28 July 2026.
The project is registered with Odisha RERA under:

Physical possession of the apartment is to be handed over within one month of final payment.
Where is Ekamra Residency located?
The project is situated at Subudhipur, Bhubaneswar, over approximately 7.34 acres.
The project site abuts a 100-ft-wide road in K4, Kalinga Nagar, connected with the main 100-ft road through a 60-ft interconnecting road.
Ekmara Residency Amenities and Infrastructure
The apartment specifications also include vitrified flooring, aluminium windows, concealed electrical wiring and multiple passenger, fire-escape and service lifts.
Who can apply?
- Citizenship: Applicant must be a citizen of India.
- Age: Applicant must have completed 18 years of age as on the last date of submission of application, i.e. 31 October 2026.
- One apartment per family: Only one unit can be allotted to one family. For this scheme, “family” means husband, wife and their minor children.
- PAN: Applicant must have a valid PAN Card.
- UAN: Applicant must have a valid Unique Account Number (UAN) under BDA’s property allotment system.
- Bank account: Applicant must have a savings bank account.
- Application: Application is to be submitted online through BDA’s system along with the prescribed documents and ₹2 lakh Security Deposit.
Importantly, the brochure does not specify an EWS/LIG income ceiling or an annual-income eligibility slab for this Phase-I allotment. It also does not prescribe a separate Odisha domicile/residence-period condition in the eligibility criteria.
So in simple terms:
Indian citizen + 18 years or above + PAN + UAN + savings bank account + one apartment per family.
Important difference in BDA’s own records
BDA’s current Phase-I brochure describes the offered inventory as:
288 2BHK+Study + 208 2BHK = 496 apartments
BDA’s older official engineering project page describes the complete 704-unit development as:
416 2BHK + 288 3BHK apartments.
For the current Phase-I allotment, the latest allotment brochure’s classification of 2BHK+Study and 2BHK is the relevant terminology.
BDA’s engineering page independently confirms the overall project contains 704 residential units and has a B+S+12 structure with external PH, electrical and STP infrastructure.
