Kanpur, one of Uttar Pradesh’s major industrial and commercial cities, is emerging as an interesting destination for homebuyers and long-term property investors. With its established industrial base, educational institutions, improving infrastructure, Lucknow–Kanpur Expressway connectivity, and inclusion in the Uttar Pradesh Defence Industrial Corridor, the city offers several reasons to consider residential property ownership. For buyers planning to construct their own homes or invest in land for the future, residential plots offer flexibility in design and construction, although future appreciation is not guaranteed.
Against this backdrop, the Kanpur Development Authority (KDA) has introduced the Highway City Part-4 Residential Plot Scheme 2026, offering 87 freehold residential plots in Kanpur. With plot sizes of 112.50 sq m and 162 sq m, prices starting from ₹36.79 lakh, and registration open until 20 November 2026, the scheme presents an opportunity for eligible buyers interested in purchasing residential land through an authority-run e-lottery.
87 residential plots available under Highway City Part-4
The Highway City Part-4 scheme offers 87 residential plots in three published price groups.
There are 6 Type A plots measuring 162 sq m and 81 Type B plots measuring 112.50 sq m.
The Type B plots have two different advertised rates, depending on the relevant group.
The registration amount is calculated at 10% of each property’s base price.
These figures exclude applicable location premiums, freehold-related charges and other expenses.
Reservation provisions for eligible applicants
The registration booklet reportedly provides reservation benefits for specified applicant categories, subject to government rules and documentary requirements.
These include Scheduled Castes, Scheduled Tribes, Other Backward Classes, defence personnel, ex-servicemen and their dependants, persons with disabilities, senior citizens and certain other eligible groups.
The following percentages have been reported from the booklet.
The booklet also reportedly contains provisions for other specified categories, including certain government employees and freedom-fighter-related applicants.
Important: These categories should not be added together as though they constitute a single independent allocation. Vertical and horizontal reservation provisions can operate differently and may overlap.
Applicants claiming any reservation benefit must confirm the applicable eligibility, category code, age conditions and certificates in the original registration booklet.
How much money is required for registration?
The initial payment depends on the plot category selected.
The application fee is reported to be non-refundable.
The registration deposit is separate from the application fee and is subject to the scheme’s refund, cancellation and allotment conditions.
KDA Highway City Part-4 payment plan after allotment
Discount on early payment
The booklet reportedly provides rebates for allottees who pay the outstanding property amount within the specified time after allotment.
These rebates are described as applying to the eligible outstanding amount rather than automatically reducing the complete advertised plot price by the same percentage.
Buyers should verify the applicable calculation before choosing an early-payment option.
Additional charges on corner and park-facing plots
The registration booklet reportedly refers to additional charges under the Uttar Pradesh Government order dated 25 December 2025.
Certain plot-location advantages may attract premiums.
Thus, an individual plot having multiple location advantages may cost more than its basic advertised price.
Freehold ownership and additional 12% charge
Highway City Part-4 is being advertised as a freehold residential plot scheme.
According to the reported booklet provisions, a separate 12% freehold charge is payable before property registration.
This can materially increase the total acquisition cost.
For illustration, 12% of the lowest Type B base price of ₹36,78,750 is ₹4,41,450.
This is a calculation of the reported charge against the advertised base price, not a final demand raised for a particular allotment.
Other applicable expenses, including stamp duty, registry expenses and location premiums, may increase the overall cost further.
