Prayagraj Development Authority’s Padma Lok Awas Yojana Prayagraj is moving towards becoming one of PDA’s major new residential projects. Planned at Kasari-Masari in Prayagraj, the development is registered with UP-RERA and is structured around 602 compact 2BHK flats.

The project has now moved through important regulatory and administrative stages. UP-RERA registered it on 22 August 2026, PDA’s official website carries site-related technical tender activity for the Kasari-Masari group-housing site, and PDA’s 143rd Board Meeting on 5 September 2026 approved the proposal for construction and allotment of around 602 2BHK homes.

For buyers, however, one distinction is critical: the project is confirmed, but its final public booking brochure has not yet been identified. Final application dates, the buyer registration amount and the complete official cost sheet should therefore not be assumed from media reports.

UP-RERA officially confirms the project name, promoter, registration number, Kasari-Masari address and project timeline. The registered unit-plan data reproduced from the filing indicates 602 homes, approximately 39.41 sq m carpet area and 43 2BHK units on each of 14 residential levels.

What exactly is being built at Kasari-Masari?

Padma Lok is planned as a high-density group-housing development rather than a plotted scheme. The RERA-linked unit schedule shows 602 2BHK homes in one registered block, distributed as:

A ground-floor entry is recorded separately in the plan, which explains why some databases refer to 15 total levels while there are 14 floors carrying residential inventory.

This later registered information is more useful than some early news reports that described the building as 12 storeys. Where older media descriptions conflict with subsequently filed project data, the registered project information should carry greater weight.

Why has PDA chosen only 2BHK homes?

PDA’s decision to make the project entirely 2BHK followed a public preference exercise. Amar Ujala reported in July that residents were asked about their preference among 1BHK, 2BHK and 3BHK homes, with 2BHK emerging as the dominant choice. PDA consequently decided to structure the Kasari-Masari group-housing project around 2BHK units.

This makes Padma Lok primarily a compact family-housing proposition rather than a mixed-category apartment project.

How large is a Padma Lok 2BHK flat?

The later RERA-linked unit schedule records approximately 39.41 sq m of carpet area, equivalent to about 424 sq ft, with a balcony of approximately 3.67 sq m.

Earlier reporting had mentioned a carpet area of around 37.41 sq m, along with approximately 47.13 sq m built-up area and 56.45 sq m super built-up area.

For current buyer analysis, the later RERA-linked carpet-area figure deserves greater weight, although the final PDA sales brochure and sanctioned flat plan should be checked before booking.

At roughly 424 sq ft carpet area, this should be considered a compact 2BHK. Buyers should examine the actual room dimensions, kitchen size, toilets, storage, ventilation and furniture placement instead of making a decision merely because the flat carries a 2BHK label.

What is the price of a Padma Lok flat?

Several price figures have appeared as the project progressed, but none should yet be confused with a final publicly notified PDA allotment price.

Amar Ujala’s August report placed the estimated cost per dwelling around ₹28 lakh, while a 7 September Navbharat Times report referred to approximately ₹30 lakh per flat. Earlier coverage had carried an estimate closer to ₹25 lakh.

The important point is that estimated unit cost and final buyer price are not automatically the same thing.

Until PDA releases its official cost sheet, the project should not be promoted as a confirmed “₹25 lakh”, “₹28 lakh” or “₹30 lakh scheme”.

What could the actual buyer cost include?

Once the official price schedule is issued, buyers should look beyond the headline flat rate.

What did PDA’s 143rd Board Meeting decide?

The project received another important push on 5 September 2026.

Hindustan reported that PDA’s 143rd Board Meeting approved the construction and allotment of around 602 2BHK homes in the Padma Lok housing project at Kasari-Masari.

Separate reporting on the meeting says directions were also issued for a transparent online lottery, along with applicable reservation for eligible categories and timely refund of deposited money to unsuccessful applicants.

The final PDA scheme document should nevertheless be treated as the controlling source for exact lottery, reservation and refund rules.

Is Padma Lok open for booking now?

As of 8 September 2026, I have not found a final public PDA booking brochure establishing a live application period for these 602 flats.

Therefore, buyers should not assume that RERA registration means applications have opened.

This official launch document will be the most important next milestone for prospective applicants.

What is the project completion timeline?

UP-RERA records 16 July 2031 as the declared completion date.

Some early news reports spoke about completing the project within roughly three years, but buyers should use the RERA declaration as the stronger current regulatory reference when evaluating the delivery timeline.

The practical construction sequence to monitor now is:

contractor/work order → site mobilisation → foundation → structure → finishing and services → statutory completion approvals → possession

A proposed RERA start date should not be mistaken for evidence of a particular percentage of physical construction.

What amenities and facilities are proposed?

Amar Ujala’s project report mentions parking, rainwater harvesting, sewage treatment, pedestrian-friendly areas, accessibility provisions, community/commercial facilities and a swimming pool. Media reports have also referred to lifts and other common services.

For buyers, the key issue is not simply whether an amenity has appeared in a newspaper report. The final brochure and Agreement for Sale should establish which facilities form part of the committed project specifications.

Parking deserves particular attention because the development contains 602 homes. Buyers should verify how many parking spaces are planned, whether a space is allotted with every flat and whether parking carries a separate charge.

Where is the project located?

The RERA registration places Padma Lok at Khasra Nos. 1292, 1293/1, 1293/2, 1294, 1295/1 and 1295/2, Mauja Kasari Masari, Tehsil Sadar, Prayagraj.

Earlier project reporting described the site as being within the established Prayagraj urban area, with connectivity towards the High Court, railway stations and other central-city destinations.

For an end-user, the more meaningful evaluation will be actual daily travel time to work, schools, hospitals, markets and public transport rather than promotional distance claims alone.

What about the history of the land?

Much of the media coverage has highlighted the site’s earlier association with land allegedly occupied or linked to Atiq Ahmad and his associates.

For a homebuyer, however, the relevant present-day position is more important: PDA is the registered promoter, UP-RERA identifies the project’s specific Khasra numbers, and project/encumbrance documentation forms part of the regulatory filing.

The site’s past may explain why it receives significant media attention, but buying decisions should be based on current statutory documents and allotment conditions.

What should buyers verify before applying?

Before paying any money, prospective buyers should verify the official PDA brochure and official application portal and then check the final price, carpet area, floor plan, eligibility conditions, parking, payment schedule, allotment letter, Agreement for Sale, cancellation/refund clauses and ownership tenure.

Applications and payments should be made only through channels specifically notified by PDA.

An authority name, RERA number or newspaper report should never by itself be treated as a payment instruction.

Should buyers consider Padma Lok Awas Yojana?

Padma Lok is worth tracking because it combines a PDA-promoted project, UP-RERA registration, a defined 602-unit 2BHK inventory and an established urban Prayagraj location.

But the buyer decision cannot responsibly be made from the reported ₹25–30 lakh range alone.

The four factors that will matter most are:

final all-inclusive price → usable carpet area → payment and possession timeline → parking/common-area provisions

At roughly 424 sq ft of RERA-linked carpet area, this is a compact 2BHK. Buyers comparing it with a ready-to-move home should therefore compare usable space, total cost and waiting period, rather than headline price alone.

What happens next?

The project has already crossed the proposal and RERA-registration stages. The next buyer-critical event is the official PDA public launch.

Until the formal sales notification appears, the most accurate current description is:

Padma Lok Awas Yojana Prayagraj is a RERA-registered PDA project for 602 compact 2BHK homes at Kasari-Masari. Construction and allotment have received fresh board-level backing, but the final public price, booking dates and complete applicant terms are still awaited.
