The Delhi Development Authority has launched the DDA Karmajeevi Awaas Yojana 2026, offering 1,224 ready-to-move 1BHK, 2BHK and 3BHK flats in Pocket 11, Sector A1–A4, Narela.
The scheme offers a flat 25% discount across all three categories. Registration opened on 24 July 2026, while actual flat booking will begin on 15 August 2026 at 12 noon. Allotment will take place on a First Come, First Serve basis.
At first glance, the scheme appears simple: choose a flat, receive a 25% discount and book it online.
However, buyers need to understand three important points:
- the scheme is not open to every applicant;
- registration does not reserve a flat;
- the advertised disposal price is not necessarily the complete amount payable.
This Carpet Area guide explains the eligibility, prices, additional charges, booking process, location, connectivity and buyer risks in simple language.
What has DDA announced?
The scheme covers newly constructed flats in Pocket 11, Sector A1–A4, Narela.
According to DDA’s launch circular, the construction was completed in June 2025, and the flats are described as ready to move.
The offered inventory includes:
| Flat category | Number of flats |
|---|---|
| 1BHK | 384 |
| 2BHK | 432 |
| 3BHK | 408 |
| Total | 1,224 |
The 2BHK flats are located in Blocks A, B and C, while the 3BHK flats are in Blocks Q, R and S.
Why is this scheme called Karmajeevi Awaas Yojana?
The word Karmajeevi does not simply mean any person who is employed.
DDA issued a clarification identifying two broad eligible groups:
- Serving and retired regular and permanent personnel of government and related institutions.
- Professionally qualified salaried or self-employed individuals.
This distinction is extremely important. A person should not assume eligibility merely because they receive a salary or run a business.
Who can apply under the government category?
DDA’s clarification covers serving and retired regular and permanent personnel of:
- Central Government;
- state governments;
- Public Sector Undertakings;
- Central or state autonomous bodies;
- public-sector banks;
- local bodies;
- government universities;
- government hospitals;
- other government institutions.
The words regular and permanent matter.
Employees working on a contractual, outsourced, temporary or purely consulting arrangement should verify their eligibility before paying any non-refundable amount.
Who can apply under the professional category?
Professionally qualified people may apply whether they are:
- salaried; or
- self-employed.
DDA has listed examples such as doctors, lawyers, chartered accountants, architects, planners, engineers, scientists, professors, teachers and corporate professionals.
However, simply describing oneself as a “professional” may not be sufficient. Documentary proof is required.
Which documents may be required?
For government and public-sector personnel, the clarification asks for:
- employee or pensioner identity card, or an employer certificate issued by the government; and
- salary slip or Form 16.
For professionally qualified applicants, the required evidence may include:
- professional degree certificate; and
- professional registration certificate from the applicable statutory or professional body.
The clarification also allows supporting evidence such as the latest Income Tax Return or an employee identity card or employer certificate, depending on the applicant’s category.
Applicants should keep clear scanned copies ready before the booking date.
How much do the flats cost?
DDA has announced discounted disposal-price ranges after applying the 25% discount.
| Category | Approximate plinth area | Discounted disposal-price range |
|---|---|---|
| 1BHK | 60.86–61.34 sq. m. | ₹33.40–₹33.66 lakh |
| 2BHK | 126.54–139.99 sq. m. | ₹75.55–₹83.58 lakh |
| 3BHK | 164.18–183.71 sq. m. | ₹1.0655–₹1.1922 crore |
The final price varies according to the actual plinth area of the chosen flat.
Parking areas are also indicated separately:
- 1BHK: 5.76 sq. m.;
- 2BHK: 11.52 sq. m.;
- 3BHK: 23.04 sq. m.
Is ₹33.40 lakh the complete cost of a 1BHK?
No.
The advertised amount is the discounted disposal price. Buyers should also account for:
- corpus fund;
- twelve months’ maintenance collected upfront;
- registration and documentation expenses;
- stamp duty or other statutory charges, where applicable;
- financing costs;
- interiors and shifting expenses;
- any additional amount mentioned in the demand letter or detailed brochure.
The circular specifically says that maintenance-related charges will be added when demand letters are issued.
What is the corpus-fund amount?
| Category | Corpus fund |
|---|---|
| 1BHK | ₹75,000 |
| 2BHK | ₹1.50 lakh |
| 3BHK | ₹2.50 lakh |
How much maintenance will be collected upfront?
DDA has indicated the following twelve-month maintenance ranges:
| Category | Upfront maintenance range |
|---|---|
| 1BHK | ₹11,792–₹11,925 |
| 2BHK | ₹32,690–₹36,164 |
| 3BHK | ₹53,017–₹59,324 |
The launch circular states that GST will not be levied on these maintenance charges.
Important dates of the scheme
| Activity | Date and time |
|---|---|
| Detailed scheme information | 24 July 2026 |
| Registration opened | 24 July 2026 |
| Booking begins | 15 August 2026 at 12 noon |
| Scheme closing date | 30 October 2026 at 11:59 PM |
Allotment is on a First Come, First Serve basis. Flats may therefore become unavailable before the official closing date if the inventory is booked earlier.
Registration and booking are not the same
This is one of the most important points for applicants.
Registration means:
- creating or activating an account on the DDA Awaas portal;
- paying the applicable registration fee;
- becoming ready to participate in the scheme.
Booking means:
- selecting a particular available flat;
- filling in the application details;
- uploading eligibility evidence;
- paying the applicable booking amount;
- securing the selected flat, subject to verification and the scheme conditions.
Paying the registration fee does not automatically reserve a flat.
How much is the registration fee?
The one-time registration fee on DDA’s Awaas portal is ₹2,500.
Applicants who are already registered on the portal are not required to pay the registration fee again.
What is the booking amount?
| Category | Booking amount |
|---|---|
| 1BHK | ₹50,000 |
| 2BHK | ₹4 lakh |
| 3BHK | ₹10 lakh |
The amount is payable for each flat booked. DDA also states that there is no restriction on the number of flats an applicant can book, subject to compliance with eligibility and payment requirements.
Before making payment, applicants should read the cancellation and refund conditions in the detailed scheme brochure.
A 3BHK booking involves ₹10 lakh. This is not an amount that should be paid merely to “hold an option” without completing due diligence.
Likely step-by-step booking process
The practical process can be understood as follows:
- Register on the DDA Awaas portal.
- Pay the registration fee, where required.
- Review the scheme documents and flat inventory.
- Confirm that you fall within an eligible Karmajeevi category.
- Prepare professional or employment documents.
- Visit the project and inspect the sample flat.
- Log in when booking opens.
- Select an available flat.
- Complete the application form.
- Upload the eligibility documents.
- Pay the applicable booking amount.
- Follow the demand-letter, payment and possession process.
The official DDA e-services portal lists the Karmajeevi scheme, application access and related documents.
Are these flats really ready to move?
The DDA circular describes the flats as newly constructed and ready to move, with construction completed in June 2025.
Even so, buyers should personally inspect:
- actual finishing quality;
- wall cracks;
- seepage;
- plumbing;
- electrical fittings;
- lifts;
- fire-safety equipment;
- water supply;
- power backup;
- common-area maintenance;
- access roads;
- parking;
- surrounding occupancy.
“Ready to move” describes the project’s construction position. It does not mean that every service, shop, transport option or neighbourhood facility is already operating at the level expected by every family.
What should buyers check during the site visit?
Carry a checklist and inspect:
- exact flat number and floor;
- entrance orientation;
- daylight;
- cross-ventilation;
- room dimensions;
- usable internal area;
- balcony condition;
- water pressure;
- toilet fittings;
- kitchen plumbing;
- electric points;
- lift-to-flat distance;
- parking location;
- fire staircase;
- security arrangements;
- condition of neighbouring towers;
- occupied and vacant units;
- distance to daily-needs shops.
Visit during the daytime and, where practical, revisit the location during evening traffic hours.
What is the present connectivity of the project?
DDA highlights the following road connections:
- Urban Extension Road-I: around 0.5 km;
- GT Karnal Road: around 1.1 km;
- Urban Extension Road-II: around 6.15 km.
The circular also mentions:
- Narela Sports Complex in Sector A-7 at around 2 km;
- Mamoorpur City Forest adjoining a substantial part of the project;
- an upcoming education hub in Sectors G2–G6 at around 5 km.
Which transport projects are proposed or upcoming?
DDA mentions:
- an upcoming DMRC Metro station in Sector A-4, Narela, around 1.5 km away;
- a proposed Narela RRTS station around 1.9 km away;
- a proposed multi-sports integrated stadium and sports complex around 9.2 km away.
These facilities must be described carefully.
Words such as upcoming and proposed mean they should not be treated as operational today.
A buyer should decide primarily on the basis of present road access, current transport availability and actual commuting time.
Is the 25% discount genuinely attractive?
A 25% discount is substantial on paper.
However, the true value depends on:
- the original base price;
- total payable cost after additional charges;
- actual usable area;
- location and commute;
- present neighbourhood occupancy;
- maintenance quality;
- comparable resale properties;
- future supply in Narela;
- home-loan affordability;
- intended use.
A discount does not automatically make every flat suitable.
A buyer purchasing for self-use may value:
- ready possession;
- larger unit size;
- freehold DDA ownership, where confirmed under the scheme terms;
- planned roads and open space;
- long-term neighbourhood development.
An investor must separately examine:
- current rental demand;
- resale liquidity;
- vacancy levels;
- maintenance burden;
- distance from established employment centres;
- future competing inventory.
Do not rely only on the discount percentage.
Who should seriously consider this scheme?
The scheme may be relevant for:
- applicants who clearly satisfy the Karmajeevi eligibility rules;
- government and public-sector personnel seeking a DDA flat;
- professionally qualified families comfortable with Narela;
- buyers who can manage the booking and payment schedule;
- families planning long-term self-use;
- buyers who have inspected the property;
- applicants who understand the difference between current and proposed connectivity.
Who should reconsider before booking?
Exercise caution when:
- your eligibility documents are unclear;
- you are a contractual employee and have not verified eligibility;
- the booking amount will consume your emergency savings;
- your workplace or children’s school is far away;
- you have not visited the site;
- you are relying entirely on the proposed Metro or RRTS;
- you expect immediate rental income;
- you have not arranged home-loan approval;
- you are assuming all payments will be refundable;
- you have not compared alternative properties.

Carpet Area verdict
The DDA Karmajeevi Awaas Yojana 2026 is a genuine and significant housing opportunity because it combines:
- a large inventory of 1,224 flats;
- ready-to-move construction;
- a flat 25% discount;
- DDA-backed development;
- multiple unit categories;
- First Come, First Serve selection.
But the scheme should not be presented as a simple discount sale open to everyone.
The most important restrictions and risks are:
- category-based eligibility;
- documentary verification;
- substantial booking amounts;
- additional maintenance-related costs;
- dependence on present Narela connectivity;
- proposed infrastructure being mistaken for operational infrastructure.
For an eligible buyer seeking long-term self-use and comfortable with Narela, the scheme may deserve serious consideration.
For a buyer applying only because of the 25% discount, without inspecting the location or confirming eligibility, the booking could become an expensive mistake.
The safest approach is:
Confirm eligibility, inspect the property, calculate the complete cost and arrange financing before selecting a flat.
