इस auction की सबसे महत्वपूर्ण बात सिर्फ 201 properties का आंकड़ा नहीं है। Buyer को यह समझना होगा कि reserve cost final purchase price नहीं है, हर property की EMD अलग हो सकती है, specialised-use plots की eligibility सामान्य residential property से अलग हो सकती है, और highest bidder बनने के बाद भी allotment authority की acceptance और आगे की payment conditions के अधीन रहता है।

No.

Reserve rate, reserve cost, EMD और winning bid में क्या फर्क है?
Understanding these four terms is essential before bidding.
Reserve rate is the authority’s underlying base rate applicable to the property, generally shown on an area basis where relevant.
Reserve cost/value is the base value shown against that individual property.
EMD — Earnest Money Deposit is the amount a bidder deposits to become eligible to participate for the relevant property.
Winning bid is the amount reached through competitive bidding.
These figures are not interchangeable.
Suppose a property has a reserve cost of ₹19 lakh. If several bidders want the same property, the successful bid could reach ₹21 lakh, ₹24 lakh or higher depending on competition.
Therefore, reserve cost should be treated as an auction starting benchmark, not a guaranteed selling price.
Auction table का “minimum bid” column property price नहीं है
This is another important point.
The detailed property tables contain a separate column relating to the minimum bid/bidding increment basis.
That number should not be confused with:
- reserve rate;
- reserve cost;
- EMD; or
- final property price.
Its purpose relates to how bidding moves during the auction.
Before bidding, buyers should understand the exact increment applicable to the selected property from the auction screen itself.
₹19 lakh reserve cost है तो buyer को कितना budget लेकर चलना चाहिए?
A bidder should never set the budget equal to the reserve cost.
A more useful approach is to decide a maximum bid ceiling before auction day.
For example:
If a listed property has a reserve cost of approximately ₹19 lakh, but your financially comfortable property budget is ₹23 lakh, decide in advance whether ₹23 lakh is your maximum bid.
Do not keep increasing the bid simply because another bidder is competing.
Your actual acquisition cost may also involve statutory and transaction-related expenses applicable to the property and eventual transfer/registration.
Therefore, buyers should think in terms of:
Maximum winning bid
Applicable statutory/registration charges
Any payment/interest liability under the allotment terms
Construction or development cost after possession
rather than looking only at the reserve price.
MDA Meerut e-auction में कौन participate कर सकता है?
Eligibility depends partly on the category of property.
For ordinary residential and general commercial categories, participation can extend to eligible individuals and legally recognised entities subject to the brochure and portal requirements.
However, specialised-use properties cannot automatically be treated like ordinary commercial plots.
For example, educational, health-related or other institutional-use properties can carry additional eligibility, documentation or operational conditions.
This is particularly relevant because the non-residential inventory includes categories beyond conventional shops and commercial land.
A bidder should therefore first identify:
What is the permitted property use?
and only then check:
Am I eligible to bid for that category?
Do not deposit EMD merely because the property’s reserve value appears attractive.
Specialised plots में eligibility क्यों ज्यादा important है?
A normal commercial plot and a nursing-home, health-centre or educational site are fundamentally different assets.
Such properties can be linked to professional, institutional, registration, approval, project-development or use-specific conditions.
This means a bidder should not assume:
“I can buy the property first and decide later what to do with it.”
The permitted use is part of the auction framework.
Buying a specialised-use property without understanding eligibility and future compliance can create a much bigger problem than simply overpaying in the auction.
MDA e-auction में apply करने का practical process क्या है?
A buyer’s workflow should broadly be:

Step 2 — Auction portal पर registration करें
Create the bidder profile and complete the applicable registration information.
Step 3 — Exact property select करें
Match:

Step 4 — Applicable booklet/document fee और EMD जमा करें
Residential and non-residential categories have different booklet fees.

The exact current technical-bid checklist on the MDA portal should be treated as final.

- PAN details;
- Aadhaar/identity documentation;
- payment receipts;
- bank/cancelled-cheque details;
- entity registration documents where the bidder is a firm/company/society/trust;
- GST or other entity documentation where applicable;
- property-category-specific supporting documents.
Do not upload documents on the assumption that the checklist is identical for every property.
A normal residential bidder and an institutional bidder may not have the same documentation requirement.

अगर bidder auction नहीं जीतता तो EMD का क्या होता है?
EMD is not the purchase price.

For a successful bidder, EMD normally becomes part of the financial settlement/allotment process according to the authority’s applicable terms.
However, a bidder should not assume that EMD is refundable under every circumstance.
If a bidder violates post-auction payment or allotment conditions after becoming successful, forfeiture provisions can apply under the auction terms.
Therefore, EMD should be treated as real financial exposure—not simply a temporary registration amount.
Bid जीतने के बाद सबसे बड़ा financial risk क्या है?
Many bidders concentrate entirely on auction day.
The more important question is:
“If my bid is accepted, can I meet the next payment deadline?”
Winning a property at ₹40 lakh is not useful if the bidder does not have the liquidity required under the post-auction payment schedule.
Before bidding, calculate:
Maximum bid
→ Amount already deposited as EMD
→ Immediate post-acceptance payment requirement
→ Remaining amount
→ Any permitted instalment structure
→ Interest liability, where applicable
→ Registration/statutory costs
The final current brochure/allotment letter should be used for the exact percentages and deadlines applicable to the property.
Do not rely on payment percentages from an older MDA auction because terms can change between auction rounds.
क्या winning bidder को property automatically allot हो जाती है?
Not unconditionally.
Being the highest bidder is an important stage in the auction process, but it should not be equated with completed allotment.
Auction results remain subject to the authority’s applicable process, including scrutiny and acceptance.
Therefore:
Highest bid
does not automatically mean:
Registry completed + possession guaranteed + all conditions satisfied.
The successful bidder must wait for the applicable acceptance/allotment communication and comply with all subsequent payment and documentation requirements.
क्या bid लगाने के बाद उसे कम या withdraw किया जा सकता है?
A bidder should enter the auction assuming that every valid bid is a serious financial commitment.
Do not use the portal to “test” how bidding works with an amount you are not prepared to honour.
The safer rule is:
Only bid an amount you are financially prepared to pay if the authority accepts your bid.
This is particularly important in the final minutes of an auction, when competitive bidding can become emotional.
5-minute auto-extension कैसे काम करता है?
The detailed auction programme provides an auto-extension mechanism.
Where the relevant trigger occurs near closing time, bidding may continue through additional 5-minute extensions.
Therefore, the scheduled end time of 5:00 PM should not always be interpreted as an absolute closing moment for a contested property.
A bidder should remain logged in and monitor the live auction until the system actually closes bidding for that property.
