If you are looking for an authority-backed house in Uttar Pradesh, there is a fresh option in Badaun that deserves attention.

The Uttar Pradesh Awas Evam Vikas Parishad (UPAVP) has opened registration for 182 semi-finished SFS houses in Civil Lines Yojana No. 2, Part 2, Badaun. The houses are located across Sectors C, D, E and F, and online registration is open until 30 September 2026.

The biggest attraction is the starting estimated price of around ₹16.94 lakh. But this is not simply a “government house from ₹16 lakh” story.

The houses are semi-finished, allotment is through a lottery process, registration money varies by category, and the payment option selected by an applicant can affect how the allotment process works.

So before applying, it is worth understanding the scheme beyond the headline price.

What exactly is UPAVP offering in Badaun?

This is not a flat scheme.

UPAVP is offering different types of SFS houses constructed on individual plots. There are five house categories, starting with a 40 sq m plot and going up to 200 sq m.

The 182 houses are distributed as follows:

The largest inventory is in the 85/162 category with 60 houses, while only six houses are available in the largest 75/200 category.

This difference matters because competition in the draw can vary considerably depending on the house type selected.

What does 27/40 or 85/162 actually mean?

This is one detail that can easily confuse a first-time applicant.

The type designation does not mean that the entire plot is constructed.

For example, a 27/40 house broadly represents a house with a constructed component associated with the “27” type on a 40 sq m plot. Likewise, the 85/162 category relates to the specified constructed house type on a 162 sq m plot.

Therefore, buyers should study the individual house plan rather than assuming that the complete plot area represents built-up living space.

Choosing the payment option matters

The official scheme material provides different payment routes.

Applicants can opt for a lump-sum payment structure or the prescribed instalment payment structure.

This choice is more important than it may initially appear because the allotment procedure gives separate treatment to the payment options.

According to the scheme provisions, applicants choosing the lump-sum route are considered in the prescribed first-stage draw. Remaining inventory, where applicable, can subsequently move to applicants opting for the instalment route.

In other words, the payment option is not merely a question of how you pay after getting a house.

It can also influence the allotment pool in which you participate.

Lump-sum buyers can get an early-payment benefit

For successful applicants who opt for lump-sum payment, the scheme provides a time-linked rebate structure.

The stated discounts are:

For someone buying a ₹40 lakh, ₹60 lakh or ₹67 lakh house, even a few percentage points can represent a meaningful amount.

However, the buyer should not select lump-sum payment merely for the discount unless the required funds can actually be arranged within the prescribed period.

Instalment option spreads the burden over three years

Applicants who do not want to make the full payment immediately also have an instalment route under the scheme.

The remaining property cost, after adjustment of the prescribed registration money, can be paid through 12 quarterly instalments over three years, according to the scheme conditions.

That makes the payment structure easier to manage for some buyers.

But “instalment option” should not be confused with a small monthly EMI.

Quarterly payments can still be substantial.

For a larger house category, an allottee may need to arrange several lakh rupees every quarter. Applicants should therefore calculate the actual cash flow before choosing this route.

Delayed payments can also attract the penalty prescribed in the scheme.

Conclusion

The UPAVP Civil Lines Badaun Housing Scheme 2026 is interesting because it combines a reasonably large inventory of 182 houses, different plot sizes, authority-led allotment and a starting estimated cost of around ₹16.94 lakh.

But the most important part of this scheme is not the starting price.

It is understanding what you are actually buying.

These are semi-finished houses, which means a buyer needs an additional finishing budget. The property cost varies by house type and location. Registration itself requires a meaningful upfront amount. And selecting lump-sum or instalment payment can affect both cash flow and the allotment process.

For a genuine end user who understands the location, can manage the post-allotment payments and is comfortable completing the interiors, this scheme deserves a closer look.

But applying simply because “UPAVP is giving a house for ₹16.94 lakh” would be an incomplete way to evaluate it.

The smarter approach is to read the official booklet, inspect the property, calculate the entire financial commitment and only then enter the lottery.
