CIDCO has opened its August 2026 “My Preferred CIDCO Home” housing scheme with 4,779 EWS 1-BHK homes across Taloja, Kharghar and Kalamboli in Navi Mumbai. The preference-selection window opened on 15 August 2026 and is currently live, while the lottery date will be announced separately after the booking process closes. Prices start at ₹23.50 lakh in Taloja, rising to ₹37.70 lakh in Kalamboli and ₹43.50 lakh in Kharghar.

Where are the 4,779 CIDCO homes?
The scheme is heavily concentrated in Taloja Sector 39, which accounts for 4,229 of the 4,779 available homes.

CIDCO’s booklet identifies the Taloja development as Kharghar East (Taloja), Sector 39, while the category-wise inventory uses Taloja Sector 39. The other two projects are at Kharghar Bus Depot, Sector 14 and Kalamboli Bus Depot, Sector 17.
Are these 4,779 completely new flats?
No. This needs to be understood correctly.
CIDCO’s own booklet states that the number of homes shown under each category is based on available tenements that remained unsold from the previous housing scheme. Therefore, August 2026 is a fresh allotment opportunity for 4,779 available EWS homes, but it should not be described as 4,779 newly constructed flats being launched for the first time.
For a buyer, this makes checking the exact tower, floor, project status and unit condition particularly important before making a preference.
Who is eligible for the CIDCO EWS housing scheme?
The August 2026 round is for the Economically Weaker Section (EWS).
The principal eligibility conditions in the official booklet include:
- Annual family income of ₹6 lakh or below
- Applicant must be 18 years or older
- Applicant, spouse and unmarried children should not own a pucca house anywhere in India, subject to PMAY family rules
- Applicant should ordinarily have at least 15 years of domicile in Maharashtra
- Ex-servicemen are exempt from the stated Maharashtra domicile requirement
- Required income, domicile and reservation documents must be submitted in the prescribed format.
CIDCO states that family income for EWS eligibility is based on the combined income of the applicant and spouse for the relevant preceding 12-month period.
PMAY subsidy: up to ₹2.5 lakh, but it is not automatic
Eligible EWS beneficiaries may receive up to ₹2.5 lakh under PMAY(U):
- ₹1.5 lakh from the Government of India
- ₹1 lakh from the Maharashtra Government
The booklet makes this benefit conditional. Applicant and co-applicant information must be successfully uploaded and linked on the PMAY-MIS portal within the applicable PMAY(U) period, stated in the booklet as 30 September 2026 unless extended by the Central Government.
CIDCO also specifically states that:
PMAY-U 2.0 certificates will not be accepted for this scheme.
Applicants who have already taken the applicable housing subsidy through an earlier government housing scheme may also lose eligibility for the subsidy under this round, depending on the PMAY conditions.
322 sq ft does not mean 322 sq ft RERA carpet area
This is one of the most important points in the official documents.
CIDCO displays 322 sq ft against these homes, but separately gives the RERA carpet area at approximately 27.10–27.56 sq m.
The scheme page itself warns that the usable carpet figure displayed for information should not be treated as the RERA carpet area. The Agreement for Sale will be executed on the basis of the official RERA carpet area.
Buyers comparing CIDCO homes with private projects should therefore compare:

How does the CIDCO preference system work?
This scheme is different from a simple lottery where an applicant selects only a location and waits for a random result.
CIDCO allows each registered applicant to submit up to 15 preferences.
A preference combines:
Project location + Tower + Floor
The first three lottery rounds allow up to five preferences per round, giving an applicant up to 15 structured choices. An applicant selected in an earlier round exits the subsequent rounds; an unsuccessful applicant is automatically considered in the next round using the preferences already recorded for that round.
If an applicant remains unsuccessful through the first three rounds, a fourth-stage “Allot Any” option can be considered based on the consent selected by the applicant.
The applicant can choose options such as:
- Allot any available home at the preferred location
- Allot any available home anywhere in the scheme
- Do not participate in “Allot Any”.
How will CIDCO conduct the computerised lottery?
The booklet states that the lottery will first consider applicants in the PH/Divyang category, followed by other categories.
For every round, a Randomizer system is used.
Once an applicant is selected by the Randomizer, the system:
- Checks the applicant’s category
- Checks whether inventory is available in that category
- Checks the applicant’s first preference
- Allots it if available
- If unavailable, checks the remaining preferences in sequence
- Moves the applicant to the next applicable stage if none of the preferences can be allotted.
This means the final allotment is influenced by both randomised selection and the applicant’s recorded preferences, rather than preference alone.
How many homes are available in each reservation category?

The largest stock remains in Taloja Sector 39 across almost every major category.
CIDCO also cautions that these figures are based on unsold available inventory from the previous scheme, so the table should not be treated as a simple application of reservation percentages to 4,779 newly created units.
How much money is needed to enter the lottery?
The application process is online.
Registration fee
₹200 + GST
CIDCO requires Aadhaar-based e-KYC, PAN verification, bank-account details and the applicable supporting documents during the registration process.
Booking amount
After preferences are submitted:
₹75,000
must be paid for the applicant to proceed through the lottery process.
After the booking window closes, CIDCO will publish a draft eligible-applicant list. Applicants with missing names or discrepancies can raise objections within the prescribed period, after which a final eligible list will be published before the computerised draw.
If the applicant wins
CIDCO issues a Letter of Intent (LOI) and completes document verification.
A successful EWS applicant must then pay another:
₹75,000 confirmation amount
After the confirmation payment, CIDCO issues the Allotment Letter containing the further payment schedule.
If the applicant loses
The booklet states that the ₹75,000 booking amount will be refunded to unsuccessful applicants.
If a successful applicant cancels before completing the confirmation stage or fails to pay the confirmation amount within the prescribed period, the LOI can be cancelled and ₹5,000 + GST can be deducted as an administrative charge before the balance booking amount is refunded.
Is ₹23.50 lakh the final cost of the Taloja home?
Not necessarily.
₹23.50 lakh, ₹37.70 lakh and ₹43.50 lakh are the indicative prices shown in CIDCO’s scheme information. Applicable government taxes, stamp duty, registration charges and other permissible charges can be payable separately.
The final financial obligations are communicated through CIDCO’s allotment documents.
One buyer-friendly provision is that CIDCO states no Floor Rise Charge will apply to EWS homes under this scheme.
Can a CIDCO flat be sold immediately after allotment?
No.
The August booklet imposes a five-year transfer restriction from the date of registration of the Agreement for Sale.
The allotted home cannot be sold or transferred through another route during this five-year period. For homes allotted under statutory reserved categories, additional restrictions continue to apply when transferring the property after the lock-in period.
This makes the August 2026 EWS scheme primarily an end-user housing opportunity, rather than a short-term resale proposition.
Buyers should inspect their preference carefully
CIDCO states that the flats are allotted on an:
“As is where is” basis
and a request to change the allotted flat after it is fixed through the lottery will not be entertained.

The projects page also continues to display an old 19 March 2026 booking-last-date line at the top, even though the same page states that the August 2026 preference window is now live. Because that date predates the August launch, it should not be treated as the closing date for the August scheme unless CIDCO issues a specific current notice confirming it.
