The Himachal Pradesh Housing and Urban Development Authority (HIMUDA) has updated its First Come First Serve housing inventory for buyers looking for ready and left-out residential properties across Himachal Pradesh.
The latest inventory, updated on 19 September 2026, covers 106 residential properties across Baddi, Nalagarh, Kullu, Parwanoo, Shimla and Kala Amb. The inventory comprises 105 built residential units and one residential plot, with published prices starting from approximately ₹3.73 lakh and going up to ₹36.58 lakh.
HIMUDA’s official website currently displays “Updated detail of First Come First Serve with Application form and Brochure (OFFLINE)”, confirming that the FCFS offer is an active authority update rather than an auction notice.
The Himachal Pradesh Government’s official Forms portal independently lists HIMUDA’s application for the sale of left-out residential plots, houses and flats on First Come First Serve basis, and confirms the 10% earnest-money requirement. The September inventory is spread across several HIMUDA developments.
How much money is required with the application?
The applicant has to deposit:
10% of the selected property’s cost as earnest money.
These amounts are simple 10% calculations based on the published property prices; buyers should follow HIMUDA’s actual payment instructions for their selected unit.

What is the payment plan after allotment?

It further states that possession is offered under a Hire Purchase Tenancy arrangement after the prescribed stage of payment and that the conveyance deed follows after complete payment.
The same transcription refers to a higher interest rate for delayed installments and possible cancellation beyond the permitted extension.
One tax wording needs caution
The September brochure transcription contains the expression “service tax is extra.”
Because current property taxation operates under the present GST framework rather than the pre-GST service-tax system, buyers should not calculate the current tax payable merely from that wording.
Applicable tax and statutory charges should be confirmed directly with HIMUDA for the specific property before payment.

The most interesting feature of this HIMUDA offering is not simply the ₹3.73 lakh starting price.
The scheme provides a wide range of property sizes: from approximately 28 sq m single-room units to 125 sq m 3BHK flats, along with one 215 sq m residential plot at Kala Amb.
For budget buyers, Bhatoli Kalan and Mandhala offer the lowest entry prices. Buyers seeking larger homes have 2BHK and 3BHK options in places including Mandhala, Nalagarh and Kullu.
However, because this is a left-out FCFS inventory, two checks are particularly important:
availability of the exact unit on the date of application, and physical condition of that unit before payment.
Unlike a lottery with a future closing date, a desirable flat can leave the inventory as soon as a valid earlier application is accepted.
